Have a Safe Holiday SeasonThe holiday season is a peak travel period for families nationwide. Florida, with its inviting climate and numerous vacation options, is a favorite travel destination.  The festive season typically produces a high volume of motor vehicle traffic. The Florida Highway Patrol will increase its presence on our highways and will patrol Florida’s high volume roadways during the upcoming holiday period.

Troopers will direct their enforcement efforts toward impaired driving, speeding, following too closely and other aggressive driving behavior. In addition, troopers will strictly enforce safety belt and child restraint laws. 

The Florida Highway Patrol offers safety tips to help you and your family arrive at your destination safely:
• Get plenty of rest before setting out on a long trip
• Observe and obey all speed limits
• Allow plenty of time to reach your destinations
• Drive sober, and only sober
• Buckle up!
• Eliminate distractions: Texting, talking on the phone, eating, adjusting the stereo – these are all examples of things that can take your eyes off the road, which is exactly what you want to avoid.
• Prepare your vehicle: Check fluids for proper levels, i.e. oil, gas and windshield wipers, and ensure your tires have adequate pressure and are in good condition.

Voting on New License Plate Design Begins:  The website for voting on Florida’s new license plate, www.Vote4FloridaTag.com, is open to the public! Floridians can vote online through Dec. 14. The Department of Highway Safety and Motor Vehicles wants to upgrade the basic Florida plate to a design that increases readability and features a seven character configuration.

A committee of more than 20 stakeholders, including state agency personnel, law enforcement, tax collectors and affiliated associations participated in the development of the final license plate designs. DHSMV’s in-house graphics artist created the proposed designs.

Tow-To-Go Offered During The Holidays:  AAA Auto Club South and Budweiser offer to Floridians their Tow-to-Go program from Dec. 21, 2012 through Jan. 1, 2013.  Tow-to-Go provides a confidential ride home and tow, free of charge, to anyone who may have had too much to drink.  Since 1998, the program is credited with keeping more than 20,000 drunk drivers off the roads and is designed to protect everyone on the roads from preventable car crashes, not just the intoxicated driver.  For more information, call 1-800-AAA-HELP or visit http://www.aaasouth.com/newsandsafety/tow_to_go.aspx.

Register Your Emergency Contact Information: If you are in an emergency situation, would law enforce­ment officers be able to contact your loved ones?  Give the gift of peace of mind this holiday season by registering your Emergency Contact Information. ECI allows Florida licensed drivers and identification card hold­ers to register up to two contacts to notify in the event of an emergency, such as a vehicle crash. The information can then be accessed only by law enforcement officers to find designated contacts in the case of an emergency.

More than 5 million Floridians have registered their contacts, and DHSMV wants to encourage all of Florida’s licensed drivers and ID cardholders to register their contacts. There are 16.7 million licensed drivers in the state.  Registration is simple and can be done at any computer by logging onto www.flhsmv.gov/eci. Floridians can register in any driver license office in the state, too, which includes those operated by county tax collectors.

The Department encourages you to make sure your own information is registered and to tell your friends and family members about ECI.

When Visibility is Low, Drive Slow: Visibility can change within seconds, so use extreme caution when driving in smoke and fog. To make sure drivers know what to do when you encounter smoke and fog, the Florida Highway Patrol has collaborated with the Florida Forest Service and the Florida Department of Transportation on a safety campaign. Wildfires, smoke, fog and heavy rain can lower visibility on the roads. It is important for drivers to drive as safely as possible in these conditions.
Safety tips on driving in low visibility:
• Slow down, but do not slam your brakes.
• Turn your headlights on low.
• If you must stop, pull all the way off the road and turn on your emergency flashers to let drivers know you are parked.
• Report the hazard to the local law enforcement agencies or 911.
• Check traffic conditions before traveling, by dialing 511 or visiting www.fl511.com.

Floridians renewing or obtaining a new license or ID are required to show proof of: 1) identification, 2) Social Security number and 3) residential address (two items).

White Out Teen Crashes:  Traffic crashes are the #1 killer of teens in Florida and in the United States. To keep more teens safe in the driver and passenger seats, the DHSMV encourages all Floridians to participate in a statewide White Out on Oct. 16. Teens will join the Department’s effort by wearing a white shirt to school to help symbolize the white out of teen crashes. The Department observed National Teen Driver Safety Week Oct. 15 – 19, and used the opportunity to educate teens and their par­ents about staying safe behind the wheel.

Teens (ages 15 – 19) have the highest crash rate of any age group in Florida. Below are statistics from the Florida Traffic Crash Statistics Report 2010 that provide some ad­ditional insight.

  • 737,645 teens are licensed to drive in the Sunshine State.
  • 26,848 crashes involved teens last year.
  • 144 teens died.
  • 18,543 teens were injured.

Florida’s teen drivers are twice as likely to crash as their parents and three times as likely to crash as their grandparents.

The Department created www.TakeTheWheel.net, an interactive website by teens for teens, as well as Drive with CARE (Courtesy, Attention, Responsibility, Experi­ence) to educate teens and their parents about Florida’s graduated licensing law and the importance of parental involvement in teaching teens to drive.

DHSMV Joins the “Put it Down” Campaign: The Department joined a campaign by FDOT’s District Six to inform drivers in Miami-Dade and Monroe counties of the risks of distracted driving. The “Put it Down” campaign, which targets drivers between 16 and 24, will run through October with a series of community outreach events throughout South Florida.  Numerous educational institutions joined the campaign to help deliver the message not to be distracted while driving, particularly by using a cell phone to talk or to text messages.

According to the Pew Research Center, 40 percent of American teens say they have been in a car when the driver used a cell phone in a way that put people in danger. In addition, 11 percent of all drivers under the age of 20 involved in fatal crashes were reported as distracted at the time of the crash. Statistically, this age group has the largest population of distracted drivers.  For more information, please visit www.distraction.gov.

Florida Highway Patrol Graduates 56 Troopers:  Get ready to see more troopers on the highways. Fifty-six recruits from the 122nd Basic Recruit Class graduated from the Florida Highway Patrol Academy. Family and friends gathered at the Tallahassee Automobile Museum to celebrate the momentous accomplishment that marks the conclusion of a rigorous 28-week training program that prepares recruits for a career as a Florida State Trooper and instills the Patrol’s core values of courtesy, service and protection.

During their time at the academy, recruits volunteered in the evenings and weekends at events to raise money for the Ronald McDonald House. They assisted with a fundraiser for Pyramid, Inc., an organization that provides workforce, lifestyle programs for developmentally disabled adults, and with whom the academy has developed a special relationship. The recruits also participated in three blood drives for the Southeastern Community Blood Center, all while learning how to be the kind of public servant Florida needs and deserves.

Floridians Urged to Register Emergency Contact Information:  Florida Chief Financial Officer Jeff Atwater and Julie L. Jones, executive director of the Florida Department of Highway Safety and Motor Vehicles, teamed up to encourage Floridians to register their emergency contact information.   Their effort achieved a resolution sponsored at Cabinet meeting which recognized the first week of October as Register Your Emergency Contact Information Week.

More than 6 million people have registered their emergency contact information with DHSMV. That is more than one out of every three licensed driver and ID card holders. There are more than 16.7 million licensed drivers and ID card holders in Florida.  People holding a current Florida driver license or ID card can enter up to two contacts. Visit https://services.flhsmv.gov/eci or a driver license office, including those operated by tax collectors, to register. The information is only available to law enforcement in the event of an emergency. There is no cost to register your information.

Conducir Somnoliento es  Conducción Peligrosa: Un estudio realizado por la National Highway Traffic Safety Administration encontró que el 37 por ciento de los estadounidenses admitió a quedarse dormido al volante. Somnolencia disminuye el tiempo de reacción, disminuye la conciencia, perjudica los sentidos y aumenta el riesgo de chocar. Es por eso que la legislatura de la Florida ha designado la primera semana de septiembre de cada año como la Semana de la prevención de conducir somnoliento. El gobernador Scott firmó una proclamación formal este año durante la semana conmemorativa del 1 al 7 de septiembre, que incluye el fin de semana del día del trabajo. AAA proyecta 33 millones estadounidenses viajaran 50 millas o más lejos de su casa durante el fin de semana de vacaciones de 2012 - 2,6 por ciento más Floridanos viajará este año.
El Departamento de Seguridad en Carretera s y Vehículos de Motorizados de la Florida y el Departamento de Transporte de la Florida se han asociado con legisladores y defensores de la seguridad vial durante esta semana para promover el mensaje sobre los peligros de conducir somnoliento. El patrocinador de la ley de la designación de la semana fue el Representante Alan Williams, Distrito 8.  Williams  patrocinó el proyecto de ley en memoria de Ronshay Dugans de 8 años de edad, quien fue ultimada en 2008 cuando su autobús fue golpeado por un conductor de un camión de cemento que se quedó dormido al volante.

Según la NHTSA, un típico accidente relacionado con somnolencia tiene las siguientes características:
  • Ocurre durante la noche, temprano en la mañana o la tarde.
  • El accidente es grave.
  • Un solo vehículo que sale de la carretera.
  • El accidente se produce en una carretera de alta velocidad.
  • El conductor no intenta evitar el accidente.
  • El conductor está solo en el vehículo.

Cambios en Permiso de Estacionamiento Para Discapacitados: Si usted tiene un permiso azul de discapacitado permanente, nuevos requisitos entran en efecto pronto. A partir del 1 de octubre, cualquier persona que posea un permiso de estacionamiento para discapacitados azul tiene ahora que renovar el permiso cada cuatro años y, al hacerlo, proporcionar un certificado de discapacidad, completado y firmado por una autoridad competente de certificación fechada en los últimos 12 meses de dicha solicitud.  Eso significa que cada permiso azul de discapacitados tiene que ahora ser renovado por lo menos cada cuatro años y dentro de 12 meses de la fecha de su renovación, sometiendo el Formulario HSMV 83039. Titulares de permisos no tendrán que pagar una cuota de renovación.
El permiso de estacionamiento discapacitados azul con un calco actual debe ser visible desde la parte delantera y trasera de un vehículo motorizado. Un lado del permiso debe mostrar el número de licencia de conducir del solicitante o número de tarjeta de identificación del estado junto con una advertencia que el solicitante debe tener esa identificación en todo momento mientras use el permiso estacionamiento. La nueva ley no afecta a permisos rojos de discapacitados temporales, ni personas que posean placas de estacionamiento (silla de ruedas) de discapacitados. 
Obtener ilegalmente o usar un permiso de discapacitado puede resultar en la pérdida del permiso de estacionamiento y conlleva la posibilidad de sanciones penales como se indica en el estatuto de Florida 320.0848 .

El Departamento de seguridad en carreteras y vehículos motorizados implementará la nueva ley. La legislación también le dirige a recopilar informes de abuso de los permisos debido a llamadas telefónicas.  Para llamar al centro de servicio al cliente comuníquese al (850) 617 3803.

Unidad de Aviación de FHP es la Primera en Recibir Acreditación Nacional : La Comisión de Acreditación del Cumplimiento de Ley Aerotransportada ha galardonado a la unidad de aviación de la Patrulla de Carreteras de la Florida en la Conferencia Anual de la Comisión en Reno, Nevada en la cual se le otorgó plena acreditación. La unidad de aviación es la tercera unidad Aerotransportada debidamente certificada en los Estados Unidos y la primera unidad estatal así acreditada por la Comisión.

La patrulla ha mejorado los reglamentos y procedimientos que abarcan la nueva seguridad, mantenimiento y requerimientos de capacitación para alcanzar las normas de la Comisión. Desde 1962, ha sido la misión de la unidad de aviación apoyar a los Patrulleros de FHP mediante aplicación de tráfico aéreo, vigilancia, localización de vehículos robados vía LoJack, fotografías, suministros de alivio a desastres, transporte de equipos y personal, apoyo médico, patrullas por carreteras y otros servicios solicitados. La acreditación confirma el compromiso de FHP de brindar la mayor calidad de servicio a los automovilistas en la Florida.

¿Puede Usted Reconocer un Accidente Escenificado? Teniendo más conocimientos sobre los accidentes  escenificados, los conductores pueden evitar los planes de criminales que acechan a los inocentes automovilistas. FHP, la División del Departamento de Servicios Financieros de Fraude de Seguro y el Crimen y la Oficina Nacional de Seguros están colaborando para ayudar a detener los accidentes escenificados en la Florida. FHP publicó un comunicado de prensa estatal recientemente para que los conductores estén conscientes de las tres fases básicas del esquema de accidentes escenificados y consejos para que los conductores puedan tomar parte en reducir su riesgo de convertirse en un objetivo de los criminales.
