Information of interest about driver licenses and ID Cards

FULL IMPLEMENTATION OF “REAL ID” BEGINS: The Federal REAL ID Act of 2005 sets new standards for the issuance of driver licenses and identification cards. This is a nationwide initiative effort to improve the integrity and security of State-issued driver licenses and identification cards that will be fully implemented in Florida starting January 1, 2010.

Your current Florida license or ID card will continue to be valid as identification for federal purposes until it expires or until December 1, 2014 for individuals born after December 1, 1964 and until December 1, 2017 for everyone else. Convenience methods of renewing your driver license or identification card online or by mail will continue to be available to those who qualify.

You must visit an office only:
· If you are applying for your first driver license or identification card;
· When your current credential expires and you have already used the one-time "convenience" renewal option;
· If you legally change your name (e.g.: by marriage or divorce). For office visits, you must bring original documents that prove your identity, social security number and residential address.

For more information, please visit www.GatherGoGet.com, or www.ReunaVengaObtenga.com in Spanish, or www.rasanblealepran.com in Creole.

GATHER GO GET: DHSMV continues its educational campaign GatherGoGet dedicated to assist Floridians with new driver license and identification card requirements. Floridians renewing or obtaining a new license or ID are required to show proof of: 1) identification, 2) Social Security number and 3) residential address (two items).

The campaign’s website is designed to help residents understand the new requirements. DHSMV encourages all Floridians to gather your documents, go to a driver license office and get your new card. The website,
www.GatherGoGet.com, will enable residents to:
Determine when they will need to visit a driver license or tax collector office.
Create a personalized checklist detailing documents they will need.
Obtain contact information showing where to get required documents.
Browse a list of driver license offices in their local area.

The campaign and its tools are also available in Spanish at
www.ReunaVengaObtenga.com and in Creole at www.RasanbleAlePran.com.

On January 2010, the Department will begin issuing driver licenses and identification cards that meet new federal standards. Although Florida already has one of the most secure issuance processes and credentials, these changes will enhance our efforts to minimize fraud and identity theft.

TEEN SAFE DRIVING OUTREACH: The Florida Department of Highway Safety and Motor Vehicles teamed up with Ford Motor Company’s Driving Skills for Life, a program that was created in 2003 in conjunction with the Governors Highway Safety Association to provide teens with the skills and experience to become better drivers. Parents were welcome to participate. The two-day event was held at the Homestead Speedway as part of the activities leading to the Ford 400 NASCAR race.

Students received hands-on advance driver’s training by some of the nation’s top professionals driving instructors. Participants learned techniques in the four key skill areas: speed management, space management, vehicle handling and hazard recognition. Experts have identified the lack of these skills to be the cause of approximately 60 percent of crashes for newly licensed drivers ages 16-19. Vehicle crashes are the number one killer of teens in America.

A safe driving presentation to the students by Florida Highway Patrol troopers was an integral part of the driving program. Driver license examiners were also at hand to answer questions from teens and parents and to distribute information on safe driving. Colin Braun, 20-year-old NASCAR Camping World Truck Series driver teamed up with Ford Driving Skills for Life to promote the importance of safe driving and to meet the participants at the Homestead Speedway driver training camp. For more information on teen drivers, please visit
www.flhsmv.gov/teens.

That is why the Florida Department of Highway Safety and Motor Vehicles and its partners have created "Florida GrandDriver®."

Jones, 52, has served as the director of law enforcement for the Florida Fish and Wildlife Conservation Commission since 2002. She received a bachelor and a master degree from Florida Atlantic University.

DONATE LIFE FLORIDA FUNDRAISING INITIATIVE: In an effort to continue the statewide education on the importance of organ and tissue donation, Donate Life Florida will conduct a statewide fundraiser initiative in all driver license and tax collector offices in October. The initiative, deemed the Save A Life campaign, will begin October 1 and continue throughout the month. The campaign will focus on statewide educational efforts promoting the new online Joshua Abbott Organ and Tissue Donation Registry (DonateLifeFlorida.org) and informing the public of the option to donate to the Donate Life Organ Donor Education Voluntary Contribution option, available when conducting driver license transactions. The Department is pleased to be a part of the effort to spread the word about the newest convenient way to become an organ donor.

GATHER.GO.GET: The Florida Department of Highway Safety and Motor Vehicles continues its educational campaign Gather.Go.Get. to assist Floridians with new driver license and identification card requirements. On January 1, 2010, Floridians renewing or obtaining a new license or ID will be required to show proof of: 1) identification, 2) Social Security number and 3) residential address (two items).

The campaign is anchored by a website designed to help residents understand the new requirements. DHSMV encourages all Floridians to visit www.GatherGoGet.com to find out how and when to gather your documents, go to a driver license office and get your new card. The campaign website www.GatherGoGet.com will enable residents to:
Determine when they will need to visit a driver license or tax collector office.

Browse a list of driver license offices in their local area.

The campaign and its tools are also available in Spanish at www.ReunaVengaObtenga.com and in Creole at www.RasanbleAlePran.com.

On January 2010, the Department will begin issuing driver licenses and identification cards that meet new federal standards. Although Florida already has one of the most secure issuance processes and credentials, these changes will enhance our efforts to minimize fraud and identity theft.

DOCUMENTATION REQUIREMENTS: Florida requires additional documents for people renewing or obtaining their Florida driver license or identification card. Everyone must provide one proof of residential address, and one form of proof of social security number, if issued. The changes are required to bring Florida into compliance with the Real ID Act of 2005.

To renew or obtain a license or identification card, residents must now have one form of proof of residential address such as:

· Valid passport

Non-US Citizens must provide additional documents such as:
· Valid permanent resident card
· Employment authorization card

KEY INFORMATION FOR PARENTS ON TEEN DRIVING: The Florida Department of Highway Safety and Motor Vehicles has a parents section on its teen driving website www.flhsmv.gov/teens. The website now provides parents with useful information to help them teach their teens to become safe drivers. Florida’s graduated driver licensing program allows teens to obtain a learner’s permit at age 15, which restricts them to driving only under certain conditions with a licensed adult. Other restrictions apply to teens with an operator’s license until their 18th birthday.

To ensure that both parents and teens have a complete understanding of the law, an explanation of each phase of the graduated licensing program and the related restrictions can be found on the website. Certain behaviors are associated with the cause of the high fatality rate of teen drivers including: inexperience and immaturity combined with speed, alcohol consumption, not wearing seatbelts, distractions, drowsiness, and driving when visibility is limited. The website includes a driving guide and a driving log to track the 50 hours of practice that teens must record to obtain their intermediate operator’s license. To visit the website, please go to: www.flhsmv.gov/teens

ELECTRONIC TITLES - The Department of Highway Safety and Motor Vehicles reminds all Floridians that new titles and those held by lien holders remain recorded in an electronic format. A $2.50 service/mailing fee (or $10 for expedited service) is charged to convert titles to paper. "E-titles" are for motor vehicles, mobile homes or vessels. They eliminate the risk of losing a title and protecting it from potential fraud or theft. E-titles prove ownership the same as paper title and owner can see status via www.flhsmv.gov.

AN APPOINTMENT WILL SAVE YOU TIME! All customers who must visit one of our offices to renew, replace, or file a change of address to their driver license or identification card, are urged to secure an appointment prior to their visit.

Information of interest about driver licenses and ID Cards

KEY INFORMATION FOR PARENTS ON TEEN DRIVING: The Florida Department of Highway Safety and Motor Vehicles launched a parents section on its teen driving website www.flhsmv.gov/teens. The new and improved website now provides parents with useful information to help them teach their teens to become safe drivers.

REAL ID PUBLIC INFORMATION CAMPAIGN ROLLS ALONG: Highway Safety and Motor Vehicles launched a two-year “Gather.Go.Get” campaign that will empower Floridians with the needed tools to obtain a driver license or identification card that meets the standards of the Real ID Act of 2005. The internal launch started on May 2009 with information to DHSMV and Tax Collector employees. The next phase of the campaign is directed ongoing at partner organizations across the state. Some of the groups include AAA, airports, airlines, rental car companies, and travel websites, the Florida Bar Association and the Fraternal Order of Police. The first two phases are designed to educate those who could potentially receive questions from the public. The final phase, Public Release, is scheduled to begin this month. The campaign will bring notice to the public through an interactive website, press releases, press conferences, public service announcements, mailings, paid media and other formats.
DEPARTMENT OF HIGHWAY SAFETY & MOTOR VEHICLES FEE SCHEDULE: Beginning September 1, 2009, certain fees for driver license and motor vehicle services will be changing. These new base fees were established by the Florida Legislature as part of the state’s budget development process. A combination of vehicle information is used to determine registration fees. They are the registration use, license plate type and class code. The class code is determined by the vehicle weight, body type, vehicle type and registration use. To see a sample, click here.

Customers will be notified of the new fees that are applicable to them via the renewal reminders that they will receive in the mail or at their local offices. A list of the new fees for the most frequently used motorist services is provided below. For a complete listing of all new motorist services fees, including the amount of the previous fee and the date of the most recent fee change, please click here. To review the Department’s most recent Benchmarking Analysis in which Florida’s operating costs and related fees were compared to several other participating states, click here. The Relay For Life, developed by the American Cancer Society

The Relay For Life, developed by the American Cancer Society

Hi! I’m writing you to let you know about a fantastic event I’m involved with this year - Relay For Life - and see if you might be interested in coming along side me in this fight against cancer.I will be serving as the Honorary Chair of the Relay For Life at Miami Metrozoo, taking place on Saturday, June 27, 2009 at the northeast parking lot entrance located at 12400 SW 152 Street in Miami. The event will begin at noon; the opening/survivor ceremony will take place at 1:00 p.m. and the Luminaria ceremony at 8:30 p.m.Billy the Marlin and the Marlins’ Mermaids will be on location and will join me in this effort. The Relay For Life, developed by the American Cancer Society, is a fundraiser where teams of participants take turns walking or running around a track or path. Each team is asked to have a representative on the track at all times during the event. With cancer affecting one in every three people, the relay serves as a reminder of those currently fighting or who have lost their battles with cancer. Speaking from personal experience, I know cancer does not discriminate; it can affect everyone from all walks of life. The relay brings a message of hope that the disease will one day be eliminated. This event is something that the whole community should rally behind in celebration of the survivors and in support of finding a cure that can help the thousands of people diagnosed with cancer every year in our country.Relay For Life is a wonderful community event that raises money to combat this disease and to spread awareness about how we can protect ourselves from cancer. It’s a time of celebrating those who have battled the disease, remembering those who have died and a chance to fight back against a disease that takes too much from too many.Funds raised at Relay For Life will enable the American Cancer Society to support local services and resources for cancer patients and their families. Funds also support critical cancer research and community education programs designed to teach people how to reduce their risk of developing cancer.I invite you, your friends, family, and co-workers to join “Team Moss” and participate in the Relay For Life at Metrozoo by making a tax-deductible donation. I’ve created a web page about my team to give you a better idea of what Relay For Life is all about. Check out my personal page to find out more information or to make a secure contribution. The link is further down in the email. If you would like to make an offline donation, please make checks payable to the American Cancer Society. For more information, you may contact Ashley Johnson in my office at 305-375-4832. Team Moss’ goal is $25,000. Please consider joining me in this fight against cancer!Sincerely,Chairman Dennis C. Moss, District 9Board of County Commissioners/Miami-Dade County

NATIONAL RECOGNITION: The Florida Department of Highway Safety and Motor Vehicles’ Emergency Contact Information system recently garnered national recognition as one of the top 50 most innovative government programs. The Ash Institute for Democratic Governance and Innovation at the John F. Kennedy School of Government at Harvard University today announced the 2009 Top 50 government innovations competing for the American Government Awards. More than 600 applicants competed for the honors, representing the work of city, county, state, federal and tribal government agencies. The DHSMV is a finalist for one of six awards to be announced in September.

To record your Emergency Contact Information please visit: https://www6.hsmv.state.fl.us/dlcheck/findcustomer

DHSMV PARTNERS WITH AAA: To better serve Florida motorists the Florida Department of Highway Safety and Motor Vehicles has teamed up with AAA Auto Club South to offer Floridians the ability to easily renew a driver license, obtain a duplicate driver license, change a name or address on a driver license, get an identification card and register to vote. The first Driver License Service Desk is open to assist customers at the AAA Fort Myers branch and a second one just open in St. Petersburg. The Department has formed this partnership to provide driver license services potentially in ten AAA offices around the state. This cooperative agreement with AAA allows the department to expand driver license services at no cost. In the next six months, AAA will open two more Driver License Service Desks at its branch offices in Sarasota and Jacksonville.

DSHMV GARNERS 42 DAVIS PRODUCTIVITY AWARDS: The 2009 Davis Productivity Awards results are in, and DHSMV received 42 awards. After a challenge from Executive Director Electra Bustle last year for DHSMV to increase nominations in 2009, we more than doubled the amount of nominations we submitted and significantly increased the level of awards we received. Of the 42 nominations we submitted for the 2009 Davis Productivity Awards, all 42 were recognized, and four of the nominations received cash awards. The ideas and programs contain great innovations and cost savings by our members.

Update about Driver Licenses and I.D. cards

Information of interest about driver licenses and identification cards

NEW REQUIREMENT – PROOF OF RESIDENTIAL ADDRESS: The Florida Department of Highway Safety and Motor Vehicles reminds customers seeking a new or renewed Florida driver license or identification card to be prepared to provide proof of their residential address and social security number. Driver licenses and ID cards now show the customer’s residential address. A customer’s mailing address, such as a post office box number, will no longer be shown on driver licenses and ID cards.

Customers visiting a driver license office must bring proof of their residential address. Examples of acceptable documents include: a deed; a monthly mortgage statement; a residential rental/lease agreement; or utility hook-up (or work order) dated within 60 days of the application.

Customers must also provide proof of their social security number. Examples of acceptable documents include: Social Security card; tax return; W-2 form; pay check stub; DD-214 (military discharge document); school record. The document must include the customer’s Social Security Number to be accepted.

The Department provides a list of acceptable documents online at
www.flhsmv.gov/ddl/address.html.

VISION TEST – MATURE DRIVERS: Florida Statutes require all drivers 80 years or older to pass a vision exam when renewing their license. All customers in this category who are renewing by mail, telephone, or internet will be required to submit the results of a vision test with their renewal application. A Mature Driver Vision Test form is available on the web at www.floridagranddriver.com/vision.cfm. The medical practitioner completing the form must be licensed in Florida. Everyone renewing in person is required to pass a vision exam. For additional mature driver information please visit online at http://www.floridagranddriver.com/.

SIGHT SAVER EFFORT: The Division of Driver Licenses team members across Florida encouraged their customers during the month of January to contribute to its fundraising effort on behalf of the Florida Prevent Blindness campaign. The Division of Driver Licenses raised $290,953.41 for this worthy cause. Thank you Floridians for your generosity!

QUEUING SYSTEM: An automated queuing system will be fully operational in 53 driver license offices by April 2009. The queuing system will allow management to assign examiners to specific duties and to adjust those assignments based on changing customer needs throughout the day. The customer will check in with the receptionist, who selects the customer’s service need and prints a ticket. When the appropriate examiner station is available, the customer will hear their number and examiner station, which will also be displayed on an LCD monitor. Customers will benefit from the service as they will be able to sit and wait for their number to be called, negating the requirement to stand in line. Additionally, improvements in office efficiencies will decrease the length of most visits.

MVN INFORMATION IN DRIVER LICENSE OFFICES: Currently, there are 56 driver license offices with Motor Vehicle Network (MVN) monitors installed which provide important information to all of our driver license customers. They are TV type monitors located in driver license offices that can be customized with messages that are educational or otherwise benefit the community such as Amber Alerts from law enforcement; prevent blindness videos, new driver license fees and reinstatement guidelines, including identification documents as well as real time weather and news reports from major metropolitan areas. A split screen on the MVN monitor displays queuing information which identifies which customer is being called or served at the front counter. Advertising at the bottom of the screen pays for the service which the Department receives at no charge, including the purchase and installation of the monitors.

REAL ID – WHAT TO EXPECT: Florida will begin issuing Real ID driver licenses and identification cards no later than January 1, 2010. Here is information on the implementation of Real ID:

· The Real ID Act became effective nationwide on May 11, 2008. Florida has received a compliance extension that pushes the date to January 1, 2010.
· Your current, unexpired, Florida driver license or ID card will continue to be valid as identification for federal purposes until December 1, 2014 for individuals born after December 1, 1964, and December 1, 2017 for everyone else.
· After the 2014 and 2017 dates, Federal agencies will no longer accept a driver license or ID card unless it is Real ID compliant. This means you will not be allowed to board commercial flights or enter federal facilities unless you have a Real ID compliant document.
· Florida already meets many of the Real ID requirements. We are on track to meet the remaining mandates and begin issuing Real ID compliant documents by January 1, 2010.

For more information about Real ID, please visit http://www.flhsmv.gov/realid/

SHARE THE ROAD: The Department of Highway Safety and Motor Vehicles recently kicked off a brand new Share the Road public safety campaign to encourage motorists to use courtesy when driving, and to watch out for pedestrians, bicyclists, and motorcyclists. With more than 18 million residents and an estimated 80 million visitors traveling Florida’s roadways during peak months, it is no wonder we experience congestion on our state’s roadways. For safety’s sake, all road users must obey the rules of the road, practice safe driving habits, use courtesy not aggression, and ensure their own personal safety and that of others on the road. We remind our members to share the road - it belongs to everyone! For more information, visit http://www.flhsmv.gov/fhp/misc/SafeEdCamps.htm

WEBSITE FOR TEENS: The Florida Department of Highway Safety and Motor Vehicles has a Web site for teen driver safety. The Web site was created by teens for teens and it challenges young drivers to take charge when they take the wheel. Vehicle crashes are the number one cause of death among U.S. teens. Over 36,000 teen drivers (ages 15-19) were involved in crashes in Florida last year, according to the site. You can visit the teen Web site at http://www.takethewheel.net/.
